Volt Regulator

Is it possible to hook up an external volt regulator to my 97 to see if the one in the PCM is fried?
I have searched and searched but can't find anything abut this stuff.

It'd be easier to stick a meter on the wire going to the PCM. If it's at zero volts, then the pcm is telling it to charge. If at 12-volts, the PCM isn't grounding the wire. You can ground the wire yourself and see if you get charging too.
