strange a/c issue...only blows on high???

My A/C and heater will not blow in any setting but high. Throw it on high and it comes out full throttle like it always has, and wonderfully cool.

Any idea what this could be?

Blower resistor.

x2 replace resistor get different speed settings back.

just a thought, Any idea where that is? I see it's under the glovebox on a TJ...same for the cherokee?
