The bendix is not throwing the gear into mesh with the flywheel. The starter relay might be bad or maybe a defective new starter. Is this the same problem you had before replacing your starter?
I had this happen once. There's enough play in the bolt holes to position the starter too close so the gears can't engage. Once I loosened the bolts and shifted the starter, it worked fine.
When I took the starter back off, I tested it with some jumper cables. I could see the bendix snapping out so I knew it was good. I was quite surprised that such a little difference made such a big difference (if that's makes any sense).
