Question for ARB Bull bar Owners

Did one side of where the bar mounts to the brackets have nuts welded on or did the guy before me have this done? If so I can't fit my winch through the bottom and I had to mount the left bracket first to the bumper to do this. It's making it a pain to deal with, is this something I should get torched off to make it so I can put the winch in then tighten the bar to both brackets(which would already be on the car?

There are nut plates inside the frame rail where the bumper mounts. But I had no nuts outside the frame rail. Also I mounted the winch first and then mounted the bumper. Make sure you use ALL available mounting holes available.
I added Rusty's tow hook brackets also, which pick up a nineth and tenth hole in the frame rail. this distributes the force across a larger part of the frame.
