Horn randomly honks & stays on...

'98 XJ horn starts honking and won't turn off until I disconnect the battery. I got a new clock spring from Pro Steering Columns but that didn't fix it. The fuse is good and the relay clicks when you hit the horn button but when I test the power output at the horns it has no power. HELP - I'm confused. -THANKS
 
I had a 98 XJ with water leak that dripped onto the fusebox. Sometimes on rainy days the horn would honk by itself until unplugged. If the backside of the fuesbox is corroded, clean that off. if the horn relay is corroded, replace it.

Thank Yoy, Tim. How hard was it the remove the fuse panel?
