Hood wont open

Take the cable out of the pull handle and put a pair of visegrips on it and pull it. This what fixed mine, the cable was out of adjustment so it wasn't pulling it fully. Once you get it open, adjust the cable and lube it all up.
 
The standard way if the cable is not where you can get access is to pull the trim around the headlights, then pull the headlights. On each side there are two bolts that hold the latch mechanism. One is easy to get to from the bottom if you have about 24" worth of extensions and the other you get to after removing the headlights. It sounds worse than it is.
 
Another option I've employed a few times is to drill two small holes in the hood just over the latch on other side and you can easily pop them that way. Depends how much you care about the hood. They make small rubber plugs to fit in the holes too.
 
There are at least three simple ways to get the hood to open without drilling holes in a perfectly good hood.

If the cable is still good, use vice grip on the cable. Peel back some of the cable casing if needed. If the cable is broken, remove the headlamps or if you are skinny you can reach up to the latch rods on the hood and give them a sideways yank with a vice grip pliers.
