Headlight relay system, having a slight problem.

Just about finished up the relay system, its all working well, i now have plenty of juice, but there's one small snag.

Ive checked both H4 sockets and i'm getting 13.8v, on high and low beam, much better than it was, but the right side low beam is noticably dimmer than the left side. High beams fine, just low beam is dim.

Any ideas?
 
Clean terminals? Broken strands in the wire?

Having full voltage doesn't mean you'll have full current - a voltmeter tends to require a load measurable in microamps to milliamps when it reads. I can get 13.8VDC to travel down any wire from 32AWG to 000000AWG - but getting more current is another matter.

I'd start with a visual check of the leads themselves - sounds like it's being reduced somewhere, somehow.
