Hard brake pedal

OK, I did the disc brake upgrade. Got my parts from a 98 GC and the PV! I also upgrade the BB/MC to one out of an 01 XJ. Plummed everything up, swapped the valve on the PV and everything seemed to work great. Well no my brake pedal is hard as hell and the brakes are locked up. What did do wrong? did I forget something?
