94 VW Jetta-Emissions fail

Took the wife's '94 jetta in for it's mandatory emissions test today, and it failed.
CO (carbon monoxide) readings were 18.8 and max are 15.0
Noticed the car running a bit hotter than usual and the wife NOW tells me that the check engine light has flickered on a few times the past coupla days. She didn't think it was anything bad since they went off after a few minutes.

Any guesses?

Last time I took it into a VW shop, I got raked just for the diagnostics...

gil, i'd guess O2 sensors, i've heard they can mess w/ omissions and i know they will turn your eng. check light on and off (it did that to me in the dodge ram i used to have), or mebbe even a bad cat (do they put those in VW's?), but i could be wrong, i've been known to be that.

High COs are indicating that something is causing your engine to run rich. O2S MIGHT be bad, and the only reason it would be bad is because of the carbon build up from the engine running RICH. What motor is in it? Do you have access to a SCAN TOOL?
You could have a multitude of things. Anywhere from a bad ETC, MAP/MAF, Fuel Pressure regulator, and the list goes on! If you can get us some #s from a scan tool. I can help diagnos it with just those numbers. But start with simple things, like airfilters ok?
