Can I step up to 31x10.50s on 8 inch wheels with 1.75 inches of lift?

Especially on a 2000, a lot will depend on which 8" rims. The factory Wrangler "Canyon" rims are 15x8 and have the same backspacing as XJ rims, so they are less of a problem. Aftermarket rims don't have as much backspacing.

Ed Stevens has found that on the older style XJs you can run 31x10.50/15s on stock rims with no lift -- if you extend the rear bump stops. Something changed with the new body style, however, and even 30s rub in the rear without a lift of some kind.

Keep in mind that a lift only changes the static ride height. Unless you extend the bump stops or run longer shocks (which are not intended to act as bump stops, but will do so for awhile -- until they break), the wheels can still stuff to the same extreme as before the lift. You need to look at the overall picture and address all the parameters.

A lot also depends on how you will use the vehicle. For pavement only, you'll probably be fine. If you go off-road where the suspension starts to get all crossed up and twisted, you'll probably encounter some problems.
