    low idle, throttle is 16.9% and timing fluctuation

    I own a cherokee sport 2001 4.0 L, i used an OBD II Scan tool, I was using the Live Data and saw the TPS data but it shows at % not volts and without stepping on the gas pedal it shows 16.9%. Is that value good or bad? Also at idle the rpm fluctuates between 660 and 692 rpm and the timing...
