It wont start in neutral either skog

My dad just called me. Him and my bro are stuck in a pick and save parking lot in WI. I am in CO. His 95 XJ sport wont start. He turns the key and hears the fuel pump but that is is. No click or roll over. Guage reads 12 volts. error codes read 13. CPS maybe?

the GF's 99 sport with 115k had the check engine light come on.took it to the local checker auto and they hooked the reader up to it and said bank 1 sensor 2 O2 was bad. The guys though that B1S2 was the front one and B2S2 was the rear one. Is this correct? thanks skog
