i've used it a couple times on my 01 with no problems. i just use a gentle stream of water to rinse it, just to be safe.

idk about "out of round" causing wobble, but out of balance will give you DW symptoms like you are describing. just for my .02, i have found that some shops only place weights on the inside of the wheel (to look purtier i spose) and this can be a problem in balancing, at least it was fro...

maybe a unit bearing going bad? you could jack up each wheel and check for play. also sounds like the track bar could be loose, you could do a visual on that as well with someone turning the steering wheel as you look for play at the mounting points.

my Powertrax came with a new cross pin - it is beveled on one end to allow it to slowly compress the saddle springs when installing it. i've never installed an Aussie, but from the pics it looks like you have the same spring setup...could be a touchy job getting a flat surfaced cross pin past...

just confirmed on my '01 that i have headlights with ign off, don't know about your 99 tho. i am thinking a loose connection at the battery terminal(s) or bad ground, or internal short in the battery. just my .02

x2 on a different shop - and tell them to put the weights on the inside and/or outside of the wheel, whatever it needs; some shops only place weights on the inside (for looks i suppose)- duznt do a real good job of balancing.

yes, i used one zip tie to secure the loop in the cable, then another zip tie thru the cable loop and around the lever on the column that the cable pulled out of. the lever i am talking about is on the steering column where the loose end of the cable was attached. there is a small steel sleeve...

mine failed the same way. i couldn't see a way of getting that small piece off the column so i took the easier route. i ended up sliding the plastic sheath off the cable so i could fold it into a loop w/ a zip tie, then used a second zip tie to attach between the cable loop and the column lever...

i've heard them called "alignment shoes" and "adjustment shoes" but i don't have a part #. mayhaps pop the broken bolt head out and replace via ace hardware?
