I'd be inclined to find a wrecked or rusted out donor jeep with a good I6 and do a swap, on the other hand if you allready have all the parts you need to build a good engine then why not?

My local Autozone carries the 2" shock extenders, those could get you by until you can get new shocks. On the other hand one of the bastard lift treads either here or on jeep forum had a list of other shocks that would work.
Get a mechanics thesescope(sp?) and listen to an injector to make sure its opening. A long screwdrive w/ your ear up to the handle will work in a pinch.
