Not to the best of my knowledge. As far as I know on 96 the TCU microcontroller is 100% mask ROM, non updateable. 97 and up do have a serial EEPROM inside them but I have not managed to get my hands on the adapter needed to read the mask ROM in the MCU on them so I can figure out what the data...

If you hear a quiet high pitched noise from the ECU and/or the CEL does not come on at key-on (or ignition-on I guess in your case), it is highly likely that the ECU internal voltage regulator capacitors have finally failed badly enough that the regulator cannot maintain VCC rail stability well...

Dunno. 95% of my old Mass XJ/MJ buddies quit wheeling and/or got rid of their jeeps by about 2015 and I've since moved cross country. I'm sure there are a few still around but NAC Massachusetts really hollowed out fast 2013-2015 or so.
