99's were real common for the wire harness to brake inside the boot that runs from the body to the door, may want to check this too. Assuming you are checking voltage with a DVOM, you could have 12 volts at the motor connector but after the wire gets bent back and forth like a bread tie opening...
You've got your work cut out for ya!!!!! I would cut that foam off as high up on the fire wall as possible. Another good tip is to cut drain holes so you can hose out the inside after a muddy day of wheeling. do you plan on running the interior without carpet after the repair? If so,be prepaired...

I have used this stuff the past three oil changes, my engin has 206k on it. The Restorer seams to quiet down the clattering lifters some and reduce engin noise. I can't say it has cut oil usage because none of my jeeps have ever used any oil.
I had the same thing happen on my 87 xj and the old type Saginaw column has a nut down inside of it that gets loose over time. I would say this is something that needs to be taken care of......SOON!!! Ask around in your area someone probably services them.
If you are doing rear springs be prepared.........with PB Blaster and a good set of tourches, when the road salt gets into those rear leafspring bolts they don't come out very easy.
Find a spare bolt that threads into the nutsert pref grade #8. Next find a nut that is bigger than the threads of that bolt. put a washer on next that is close to the diameter of the bolt. Now put on the nutsert and thread it on all th way. OK so it goes bolt, big nut, washer, nutsert.

Convert it to a solid shaft, you will need the proper seal, and you can probably find a shaft at the salvage yard or for sale on-line cheep. See pg 72-73 in the XJ builders guide, if you don't have one get one....it's worth the $26 bucks
Man I looked and looked through the FSM and I can't seem to find that white connector. It's probably for something that your jeep does not have or wasn't built with.
The one in the back of the radio look like it is for vehicles equiped with steering wheel controls for the radio.
You may want to start looking now chrysler is starting to discontinue alot of these pans. What ever is left gets sold about 25% under cost, I picked up a full rear pan for mine for around $60 bucks
