There is a ceramic resistor mounted to the drivers side inner fender area by the airbox. when the jeep comes off high idle, the computer routes power through this block to slow down the fuel pump, if the wires are disconnected, or if the block is damaged it will do exactly what you stated. Josh

It's cable operated, the switch that you slide left/right on the heater control for cold/hot, operates a sleeved cable to open and close the blend door, you should be able to see it very easily under the dash without removing anything to verify that its hooked up and operating. Josh
