What year jeep did you pull the switches from?
The cruise control switches are very year specific. They will not interchange between years.
There are plenty of threads on here about the switches and what part numbers work with what years
You have a bad O ring somewhere — pull vacum pulls air out of the system
When you charge the system you now have pressure pushing out

Federal emmisions has 2 o2 sensors
Cali has 4 o2 sensors
You can convert the Cali emission over to the 97 head — its not cheap — when I did it I used the adapter plate and gasket sandwich — been fine for 3 years now
