Just went out and checked the hoses. After getting up to temp, both upper and lower are warm but not hot. The upper radiator hose is warm as well but not uncomfortable to touch. I let it run for 10 min and the gauge read 180 +.

I just purchased a 93 2-door and the heater does not seem to work. It does not have the heater control valve and was bypassed. The system was flushed two weeks ago and the heater core does not leek and it has a new fan. It gets to 190 or so I'm at a loss..
