Overview: This would make a good trail vehicle or winter beater. It has been very reliable for me.
The good:
brakes/drivetrain/shocks all seem good (haven't had any problems with them)
Comes with two sets of tires, one set of streets on American Racing rims...

I have a 91 with abs that stopped working long before I owned it.
The previous owner just blacked over the ABS indicator light so it would pass inspection.
The braking system works just fine without the abs.
HAHA!

I was just referring to his complaint about how it was hard to get going from a stop on an incline without rolling back.
Trailer brakes won't help you there.
Sounds to me like the coolant loop is stuck open....either a sensor or a sender.... so yeah, I think you're on the right track.
As far as removing/testing... I'd suggest swinging by an autozone and picking up a haynes manual.
You should have no problems as long as you take it easy.
I have towed my buddy's 18' sea ray on a trailer with no brakes and had no problems.
Granted, I have an auto.
If you're really worried about rolling back, what I'd do is in those particular situations is just use the method they use when...
