They come out from underneath. At least that is the case on my '96. I can't recall if it is the tank or the bumper which is in the way.

It might help to specify your location. I know in Kali you can check a vehicle's smog history. A recorded of repeated failures can be an indicator of the care it was receiving at that time.

If indeed none of the valves are closing correctly then pushrod length is something you need to seriously consider. Research how to measure for correct pushrod length.
