The outlook is not that dire. The degree of difficulty depends on the degree of rust damage.
I removed and replaced a moderately rusted drivers floor pan in one day with an air chisel, die grinder, drill, and a tube of unibody adhesive. I bought a fully formed replacement floor pan from Sherman. All it took to install was a hammer, some sheetmetal screws, and a drill.
Unibody adhesive is equal to, or superior to, spot welding panels, is much cheaper, and is easier for a beginner to do successfully.
