I have a good pair, and I think they are electric (I dont think they came manual anyhow), black in color. Im pretty sure they are all the same from 97 to 01. Anyhow, I have a pair but the drivers side's mirror part is broken, but I understand its like an $11 part. I dont have a jeep up and running so I havent put them on anything.
Make me an offer if you are interested and Ill see what shipping will be (might can shoehorn them into a flat rate box).
