continuous code p1651 primary ignition circuit performance

hoping to get some info here. I have a 99 xj with 4.0,aw4,4wd.
I have installed new coil plugs wires cap and rotor to fix a no start issue. I have fixed the no start issue and keep getting a code for primary ignition circuit performance. the jeep misses and runs terrible. I have swapped in a pcm, cam sensor, crank sensor, tried a second new coil, and ran my own harness for the ignition coil. no change still runs terrible. I used all factory parts from the dealer. is there something i'm missing? I'm about to check the timing again. any info will be appreciated a I am at a loss for a solution.
 
If what you say is all correct I would start looking at the wiring. Also might want to check your ignition capacitor.
 
You may not even have one, I just know that my 2000 does!
