You can always change the lock cylinder without a key. The trick is to have the new lock match the rest of the locks. That is commonly called re-keying. Most good lock smiths can take a given key and make the lock cylinder work with that key. Without rekeying or replacing all the cylinders with matching ones, you will have an "odd man out" lock that requires a different key.
You can by ignition lock cylinders with their own keys from almost all autoparts stores. Rock auto has them as well and may be a lot cheaper.
Changing the lock cylinder on an 89 requires removing the steering wheel and takes a couple of special tools and three hands. The tools can be bought or "borrowed" from most Autozone stores. It isn't particularly hard, but can be intimidating for a non-mechanical type.
